You can do this with one location by using delivery zones and delivery rates.

To set different delivery rates by postal code:

In our app, go to Settings → Delivery Settings and choose Delivery restriction by postal code.

Then go to Location → edit your store location → Delivery tab and enter the postal codes you want to allow for local delivery.

After that, set your Delivery Rates in the app (this requires Shopify’s Real-time carrier rates to be enabled).

Remember to Save and Publish to shop after changes.
